Webhook delivery summary

Per-provider delivery counts and the current run of consecutive failures, plus how many days of log are kept. The retention figure matters for reading the counts: a provider showing four deliveries has either been quiet or been swept, and this says which.
List webhook deliveries

Recent webhook deliveries, newest first, each with the provider, the time it arrived, the status code, whether it succeeded, the action it was read as, the order it touched, any error and an excerpt of the provider's raw body. This is the log to read when paid orders are not settling. Nothing here retries or disables anything.

A delivery carries id, provider, received_at, status_code, succeeded, action, reference, order_id, error, payload_bytes and payload_excerpt. succeeded is computed rather than derived from the status code, so the API and the CLI agree on what a good delivery is. Nothing here writes: there is no retry endpoint and no way to disable a provider on the strength of a streak.
